So i just installed 4 new discs and 4 new pads... once my friend removed the old read disc rotors (after 30 min of strugling), i realised that the hand brake is completely unrelated to the rear pads (duhh). The drum brake that goes on the inside of the discs is completely rusted and is clearly passed its expected life. Even though i changed my discs and pads, i can still hear a noise coming from the rear when im driving due to the drum shoes rubing against the rotors.

Soo... What is the part that i need to replace to fix this?

is it the drums? (i dont think so)
the brake shoes? (looks like it)
or the whole unit? (what is it called?)

Should i also change the brake lines while im at it?

My car is manual 99 V6 SE with 200k+ km. I want to keep it for a while so im ready to invest.

Depends too. Did you adjust the shoes? Or the cable under the armrest?

if something is severely rusted i would change that first especially if your manual don't want your car rolling away lol and don't the rotors themselves work as the drum

Yes, I believe that the rotors work as drums... so changing the shoes will be enough right?

Or should I change the whole mecanisme that pushed the shoes out?

Well, if by "adjusting the cable" you mean tightening it, i don’t think that will work because i can already hear the shoes rubbing slightly against the rotors when my car is rolling... so i dont think that will solve the problem. The shoes are completely rusted and flat.

My issue here is, should I replace the shoes or the the shoes and the assembly that holds the shoes. (in order to avoid having the redo the whole work again in the near future...

Excuse my noobness :D

Got you I would replace both the shoes and the hardware (springs, clips, ect...). Do it just like you would any other drum brake system.

without pics its hard for us to tell but if something is seriously rusted you should just replace the whole thing. The e brake is to important on a standard car to just wait for mechanical failure
