those subs are total a$s, he can get tons more bass out of that amp with different sub/subs. certain subs are more efficient than others-- meaning, some subs (having the same diameter) require less power to push to full excursion. on top of that the amount of excusion (linear or whatever the hell u want to look at) will have a result of more or less air being pushed.
swap out the subs, get a decent 12 (he could even get a single 10 sealed and end up with a louder end result-- i've heard those 10s and single 10s with 250w rms that were louder), and you'll be happy whichever way you box it, i'd recommend sealed...
