2003 Solara with Tag Lights out. Please help

My buddy has an 03 solara with his tag light out. He has replaced his lights with new ones but they are still not working. We cant locate the fuse in the diagrams? Any suggestions would be great. Thanks so much for your help.

Check ALL the fuses....As far as I know there isn't a fuse strictly for "plate lights"

Thanks for your response. It is strange because everything else seems to be working fine. I am not sure where to even start with the fuses.

So is that where the fuse is for the tag? Because there are other fuses under the hood too?

The fuse boxes in the engine compartment are mostly for the engine, fuel, ignition, starter, turn signals, headlights and other stuff that deals wit the engine.
The fust box near your left knee somewhat under the dash is for interior lighting and the rear tail lights.
There is a diagram behind the "coin" tray that tells you what fuses go to what.
