Replace wiper tubing

I just picked up a 2002 Solara and need to replace the wiper tube. When I spray the mojority of the fluid comes out from the passenger side wheel well. If I look under the hood the tube seems to be within the frame. Do I have to take off the tire and the fender apron to get in from under the car?

If you take the plastic wheel well cover off, it should be clipped into the holders next to the wiring harness.
