electrical problem-need help

Sounds to me like you're still missing something. The seats are supposed to have power in them all the time. Same with the door locks.

I know you said you did it, but pull out literally ALL the fuses, one by one until you find the magic dead one. It seems to me that one of the main higher amperage fuses is out.
