I kind of think you should lower it and do the RSB all at once... that would save you labor costs since the sway bar has to be unbolted from the struts anyway. The combination of springs, struts, and a RSB is a great improvement in both visual appeal as well as handling- I would say do it all at once.
Do you have any interest in learning how to work on your car? Both a suspension install and a RSB install are not terribly difficult if you are willing to learn. I find that that is one of the best parts of modifying a car- learning how to do it so next time you wont have to pay anyone and you will know that much more about your car.
That being said, also try the search function- all of the topics in this thread have been discussed hundreds of times and there is a wealth of info involving these topics that already exists on the forum.
