Well, this is where your meter comes in handy. Once it's cut, turn the headlights and foglights on. Assuiming you still have your +12V done from the other area. One side of the wire (pin 10) should meter as +12V. The other wire (assuming your headlights are on, should meter ground.

I tried it both, keeping the previous 12v modification, and without the 12v mod (like stock).

This is torture!

and by cutting the gray wire, all it did was turn off the foglights. Everything else functioned normally.

I want to note, I never touched that pin 16 wire. I grounded it staight to the body. When I did that, the fogs cam on, but only when the low beams were on.

this is getting ridiculously complicated. I have a question: what about the 11pin? Could I just cut the 11pin wire, and ground it? (red with light blue stripe I believe, same page in book). Wouldn't that just complete the circuit, and make them always on, regardless of the switch?

well, i don't know, the wire you should cut was teh grey one. Pin 17 is next to pin 16, so that measn you don't use pin 17, so you use the grey wire that is far away, and spice that in with pin 16. Assuming that you have the right plug there, this should work. You have isolated the circuit, the only thing else i can think of is that the ECU is doing something odd. But you should test the wires with your meeter. Weather you have the first step setup stock or with the +12V mod, pin 17 of that cut wire (assuming you have your headlights turned on and the fog switch on) should read +12V. Now, there is a chance that both grey wires will read +12V, but only one of them is in continuity with ground. The one that is in with ground, is the wire to ignore. Now, the only other thing i can think of, is that we have it backwards. Now this will only be the case if pin 10 is outputting ground instead of +12V, if it's showing ground, then you hook a +12V to it and you should be good to go. I highly doubt this is the case, but i'm trying to cover all the bases.

Keep in mind that the fogs will work independantly only if both mods are made (the one at the molux junction box and the one in the stearing column)

why does it matter if I ground to the chassis or to that pin16 white/black wire?

Well, while it shouldn't matter, there might be a different resistance on pin 16. If you check page 53 of the lighting pdf, it says that the wire should meter +12V So check and see if it does.

I'm going out for a bit, i'll be able to help again in a few hours.
