To Chococat: Sorry that it happened; it's a shitty experience to go through and I know how it is. Hope they catch the bastard.
To others: You know, I've been through accidents on my own and even got sued for $38,000 when the other person was doing insurance fraud.
Either way (***NOTE: This is not a stereotype or an attempt to create controversy), women experience fears that men don't even think about, and they have more fears than us in general. It could be a minor fear from as little as a cockroach backing her into a corner (the way my ex was, but FYI we seperated when she got into UC Berkeley but we're still friends), all the way to something as bad as rape.
Either way, as guys, we're not concerned as being an easier target for murder, assault, or even rape, so you got to understand when they are more on edge about this kind of situation, so she did the right thing by not following him; being 2 AM = most witnesses are asleep AND the taco place being more on the illegal's side more than anything, he could drive to a dark alley and BANG! Either Swiss Cheese, a victim of the worst crime you can do to anybody, or both.
However, if the police DID catch up the both of you and she thought of the tire iron, I'm sure assault/battery charges with a weapon isn't worth it, simply because the insurance sure as hell won't pay ANY claim now, she'll pay insurance charges, plus the embarrassment of having her friend drive almost 60 miles to the courthouse, detention center for her stuff and not to mention the impound with $400 or so.
Sure, if you didn't make some things more complicated, and I know your Altima AND Camry got hit plus the other stuff only a matter of weeks ago, but you didn't have to phrase things as... Harsh as you did, such as when you said "you made quite a few mistakes that night" or "YOUR BAD", that doesn't send the right tone.
The only thing I can agree on was to immediately call the cops and say that he was running or say that you were injured... At this point, even a mosquito bite elicits at least some priority in the dispatching system, but be prepared to have paramedics check you.
Sorry if I sound harsh, but that's the way things are and I hope you realize the situation. Sure, there's the shoulda, woulda and coulda, but cops only pursue anything with the words "Krispy, Kreme, Winchell's, Yum-Yum, Dunkin', [insert mom-and-pop shop name here], Donuts, ticket, money" in it, and if it doesn't have anything to do with their own lives, they could give a fuck less even the collision pierced through the rib cage and the person has only minutes to live; it's whatever it takes to shorten the amount of time to write a police report, and more time to spend at Winchell's doing nothing... On our salary to top it all off.
