The battery is the rectifier, converting from AC to DC. A regulator is a current or voltage limiting device that "regulates" within the specifications of the sinusoidal wave, etc., so that you will get clean signal within that range. Otherwise, signal saturation to over-saturation may occur that produces spikes that may damage the electronics.
