i'm thinking of just trying to go to my friend's neon custom work shop and ask them to do little white neon halos for me and see if i can stick them into black clear headlights

You're too late man.

I don't know if this was stated in the 17 pages of this thread, but those el cheapo projector sets can't handle HID's.
I plan on making my own here somewhat soon (springtime). I have looked up prices and there is a choice ppl can have of projector brands. The best and what I recommend are Valeo projectors. You can see them in Audi's and Honda TSX's. They are a very high quality and have a color band along the upper band of the beam. The other brand is Bosch. They have a broader projection span, but don't have the color of the Valeo's. They are a little bit cheaper too. You'll have a choice of Angel/Demon eyes. I will also put a custom mask around the projector to eliminate the chrome housing, because you won't need them with projectors. I can paint this mask any color you want, just give me the paint code.
I am currently undecided on the HID brand ATM.
As of now, the estimate for a set of retrofitted projectors + HID's is gonna be ~$1k, options vary, and I won't be making much on that. Whoever is interested please reply/PM/Gmail me and I can explain more.

I would like to join in for the group buy but I have not seen what these projector headlamps look like...Does anyone here have some pics of the finished product...If it's a well built product and close to an oem fit then I'm in and will pay whatever the manufacturer is asking for it...
