I recently did my Solara V6 and my girlfriends Camry I-4, so I might be getting them mixed up. To drain the block, you attach a 1 foot piece of tubing (like 3/8" rubber fuel line) to the valve and open it up (not take it out) to drain the block. The tubing helps direct the fluid to a bucket.
If you don't drain the block, you won't be able to get enough water out of the system to get a 50/50 mix.
The Camry was last serviced at a Toyota dealership in Bellevue, WA and the idiots did NOT drain the block. Looks like they just drained the radiator and added Green coolant back in! What a mess.
I got it all flushed out and got the proper Toyota coolant back in.
