My "new" '99

I introduced myself a few months ago, said I would take pictures once I cleaned it up and all that, and today was the day! Took a while, but I washed and waxed it so I took a few quick pictures. I know they're not the best, but living in an apartment complex I was already getting weird looks.
Crazy road rash all over the hood and bottom. I didn't get a picture of it but all along the bottom sides it looks like the person who owned the car before me didn't wipe wax off or something so it looks really dirty and messed up
And now, this funny little thing. No one I know can help me figure this out, the dealer I bought the car from said he wishes he "just cut it off so people would stop asking question about it". It says "Crime Stopper". I guess I'll have to take it somewhere to see if it's still hooked up to anything.
There's a few things I'd like to get done to it (for example it's way too high off the ground, you don't need to tell me that), but that costs money.
