convertible rear defogger bad - dealer says okay

The rear defogger in my wife's Solara convertible won't evaporate even minor humidity. The Toyota dealer says it has voltage and is operating normally. Is this just a bad design? I hate it when a dealer says that something doesn't work is normal.

Mine hasn't worked all winter, and I'll have to check things out now that the ground is thawing. When I turned it on, the mirror heaters worked, just nothing on the back window worked. I suspect that one of the terminals on the window is disconnected, but I gotta look to see.

Late response .... but get a voltmeter (cheap $10 one with pointy tips will do), Turn on the rear defogger, and start stabbing the fat pieces of film or the wires you can see. The voltmeter can detect the high side of the glass as ~14VDC to a good ground, or detect resistance on the low side of the glass to ground. I had a dead rear window when I first got my car, and it turned out the ground wire to the glass had corroded over the connector. A wire brush and very small wire brush fixed this. Though I am not sure how common my corroded issue is, when i got my car the rear was partially busted in and the trunk flooded.
