I have a 2007 with winter tires on OE wheels. I would like to remount the summer tires on new rims. Facts: car 8 months old 2,300 miles driven, no speeds over 70, short trips, 60 years old so no quick starts from light racing the Buick beside me in the next lane. Only problem, big PA potholes.
Would like to get low priced(cheap) rims. Are any of these brands better than others?
Not kidding about the Buick, our average age in Allegheny County is second only to Dade County FL. Pittsburgh was the # 1 sales area for Olds. before they closed down.

as for most things, you get what you pay for.

Would like to keep it around $700. Was thinking about gray or black rims. Car is cosmic blue with black top. Never had painted rims and was worried about how the paint would last.
Also would like to use the 17" tires I have with less than 1,000 miles so would want 17" rims.
