Typicly, the most comoin place people mount horns is in the engine bay. Often they mount it up against the firewall. When i was trained as an installer though, i was told to mount it in the spot that is hard to reach. This was inside the wheel well, above the spash guard. And face it downward so any moisture drains out. The point of putting it there is you can't get at itfrom the engine bay to cut the wires, and you cant get at it from reaching just inside the wheel unless you take off the cover. This makes it a good alert that you won't have to worry about a theif trying to disable.
