Wheel seems to be disbalanced at 60-80 mph...

I feel a big disbalance at my steering wheel, while driving at 60-80mph. All the wheels are balanced, the tyres are good. Can it be because of the Intermediate Shaft Assembly TSB, as I feel clicks in my steering column?

Can it be anything else that makes this disbalance, but the wheels&tyres (my car was in accident, so some parts in steering column could be damaged)?

OEM? Aftermarket? If the latter, do you have hub rings?

I have installed aftermarket wheels to my Solara 17x7. And yes, they came with the rubber rings that are put to center the wheel.
