I believe it's like a Japanese toll tag, but more complicated. ETC is Electronic Toll Collection. You load a card with 'money' on it, and it radios the toll gates as you drive and 'consumes' the money on the card. They often have audio and can announce when you're paying a toll, how much you have left, etc.
