It almost certainly has nothing to do with your power steering fluid level. See these threads:

If you tell Toyota service that you have spoken to other Solara owners on this site with the same problem and it was traced to a faulty spiral cable assembly in the steering column you might have a better chance of getting it fixed correctly (maybe?).

Did you ever get the clicking resolved?

I have the same cllicking on my vehicle as well. Hopefully, I can get it fixed. I really don't like the mechanics at my local dealership as well.

Yes, the problem seems to have been corrected with the replacement of the spiral cable assembly. My steering wheel has been "click free" for months now.

i had the same problem w/ clicking on the steering wheel...and apparently...the rack and pinion steering was broken...
