If the attendant or his parking company didn't have insurance you'll probably have to pay your deductible and have your insurance company go after the attendant for him to repay your deductible. Most insurance company's (I know State Farm does) have to pay back your deductible BEFORE pocketing any money the guitly party refunds to them.
If the attendant or his parking company did have insurance then your insurance company will probably advise that you call and file a claim with attendant's or his company's insurance. However that requires that they give you the information, which may or may not be on the accident report. If the guilty party totally blows you off and will not work with you I would suggest you get your insurance company involved quickly. However, all the bickering will have you waiting to get your car repaired, so if you can stomach the deductible go ahead and pay it to get your repair started. On a final note, mention as much as possible that it was a "not at fault" accident to remind your insurance company not to raise your premium in case the details get lost in all this madness. Good luck!
Edit: Oh, one more very important thing: pick a body shop YOU trust, NEVER go with the one the person who damaged your car suggests.
