I can't figure this out, any leads?

On the 2006 U151E (3.3), the converter locks when certain conditions are met: throttle opening, engine temp, Mph, load etc. (and unlocks when any fall out).

However: a Toyota mechanic told me that with the cruise control engaged the converter remains locked even if you hit "+" to increase speed slightly, and this is done to maximize mileage in cruise.
By comparison, if you try to maintain speed manually, you'll drop out of lock-up if you use too much gas, go up a slight hill, etc.

True or false?

Didn't know that the U151E tranny was locking-up. I thought it wasn't technologicly advanced at all. However, on cruise control I see I make much more km per liter than trying to keep my speed the same.
