No, it's not. Unless the smoke you see is condensation, but after 15 minutes of running, the engine should already be plenty warm, so condensation is unlikely. If this is just a barely percetible trace of smoke it might not be a problem, but otherwise, I would suggest taking the car to have it checked out. It could be that the air/fuel ratio is wrong (the ECU might have a problem), or that the engine is burning oil. Just in case, check your oil level, to make sure it didn't dip.
If you live in a cold climate, and it's cold outside (like 40 and below), you might see vapors, not smoke. That's normal.
