How to replace fog lamp on 1999 Solara SLE V6

The right side fog lamp is not coming on, I suspect a burned out bulb or bad socket connection. Dealer wanted $41 to fix, when bulb was only $10.
What is the best way to replace the bulb? Can you access from engine compartment? Or under and behind the bumper there is a metal panel held on by 4-5 screws. Do I unbolt this panel and reach in? How about the bulb number I need ? Thanks!

Bulb is 9006. Just undo a few of the screws that hold the plastic liner to the bumper and you should be able to reach the bulb.

Access it from under the car, just in front of the front wheel.
It's a piece of cake, 15 min then you're done!
