There are several reasons why your gauge is not reading 4psi boost.

The line running to the gauge could have a kink so it is not registering full boost
If you are significantly above sea level this will alter your readings
On a very warm day, you will not get as much boost

It all goes back to chemistry and boyles law. As the temp rises, air is not as dense thus making the SC achieve lower boost.

My best guess is that the gauge is just inaccurate. The autometer gauge goes up to 20PSI (I think), there a 1psi difference isn't much.

BTW, can you check which wire your A/F sensor is hooked up to. I am still having trouble with mine

I've used Tech3 for some upgrades that I've had done to my car. I have found them to be OK for basic suspension work, like installing springs and struts. I also had them install my upgraded clutch, light flywheel and lsd, and they did a good job with that. I know of at least two other Solara owners who have gone there, but I'm sure that most of the Solara work that they are referring to is with my car. They really aren't all that familiar with the car, as it seems most of their work is with Hondas and Acuras. They always say that they can do the work, but then they have problems and it seems to take much longer to do the work than they originally planned. I've spent a lot of time sitting around their shop.

I now use Dynospot Racing in San Jose. They seem more geared to doing high performance work. I'm going to have them install my JPP headers and exhaust system.

to get to 4psi, you really have to crank the motor.

boost takes time to build, its not instantaneous.

Coo, glad to hear that its not my CHARGER. im actually out of town so ill definately have to check if theres a kink in the line when i get back.

What line should i check when im looking for the boost gauge??

Also, i've been holding the 5.5 PSI pulley for quite a long time but I'm a little hesitant to put it in. Is it an easy job, i've check previous posts and i read that if you have a GRIP WRENCH, the ones with the belt that it is an easy install. Can someone explain how i would go about installing the pulley with the grip wrench ?
