There are several reasons why your gauge is not reading 4psi boost.
The line running to the gauge could have a kink so it is not registering full boost
If you are significantly above sea level this will alter your readings
On a very warm day, you will not get as much boost
It all goes back to chemistry and boyles law. As the temp rises, air is not as dense thus making the SC achieve lower boost.
My best guess is that the gauge is just inaccurate. The autometer gauge goes up to 20PSI (I think), there a 1psi difference isn't much.
BTW, can you check which wire your A/F sensor is hooked up to. I am still having trouble with mine
