My car wont start and it is raining out. please help

Hey guys for some reason everytime it rains outside my car has an issue starting, well tonight it is raining and it will not start. its cranking but acting like its not gettin any gas. Can anyone help me out please. I read to spray the quick drying solution around certain area, i do have the solution but i dont exactly know where to spray.

are you sure that water is not seeping under the hood and hitting the distributor.

thats the only thing i can think of. how long has it been going on? is there any moisture around other areas of the engine bay?
