surging 1500-2000rpm FIXED

What is this new evil? 110K miles. Mild intensity, pulsing, rapid, rhythmic surging at around 1750rpm. It is like someone is softly pushing the throttle every half second. Have read threads calling this 1) normal 2) overdrive clutch going 3) throttle position sensor needs replacing.

I offer background information in that i did an ATF drain and fill before this problem started. Toyota made our atf dipstick very hard to read. I see a good bead of red atf down on the cold side, but the dipstick has a VERY light film of fluid all the way up past the hot mark with no definable edge. Did i overfill, and would that be a 4th answer?

EDIT:

EGR

I unplugged the sensor and the problem disappeared. Need to get a meter to test and determine if it is the sensor or the valve that needs replacing. Entertaining the possibility of bypassing/defeating the EGR system all together since I dont like the idea of exhaust gases being mixed with fresh air/fuel mixture. Has anyone done this?

PS - CHECK THE ATF LEVEL WITH THE ENGINE RUNNING (duh!)

It might not even be the ATF fluid at all, probably something in the engine... If it's the surging, it might be the idle air controller valve.

I know a few guys that have done it on 240s and rx7s.

But from what I understand if it is putting the gas back in, it was becuse it wasn't a full burn. I think it could give you a little gain but I think it would lower your mpg.
