Will the OEM Alarm system prevent a starting problem?

My solara alarm system is not working,the led was stay on when i leave the car,right now the led it's flashing after i leave the car,even i put the key in....
Could someone tell me what is the normal led working look like?

uhhh... umm well when i had the factory alarm, after i locked the doors etc, it would just blink. after i used the key fob and unlocked the doors with it, it would stop blinking.

So if the led light flashing am i possible to start the engine...????Because the alarm sysem has no response even i changed the battery...how can i reset the alarm system and how do i know my alarm system is still working???
