I think there is a leak in my car. What is this rubber thing called and how do i replace it? (see below) This place is right below the air filter.

After rotating this rubble thing, i realize there is a small tube coming out from it. Is this supposed to be connected to something or maybe this is where the leak is coming from? (see below)
