what happens when you hit disarm button? does the 12V drop down to 0V after a second or two?

I was checking mine when hitting the disarm button (hood open, all doors and trunk closed).

I have no idea why yours would be any different and feeding constant 12V even when disarmed. perhaps the alarm ECU problem or wiring messed up somewhere?

on my remote i have buttons for "lock", "unlock", the trunk release, and the panic button on the backside.
when i have my meter on the wires i read 12v and when i hit the unlock button on my remote i do notice two slight voltage drops when it should be applying the 12v to make the sound. ill look at my camry manual again and see if i can get anything from wiring diagrams. i dont see myself buying a new alarm ecu if im not 100% sure that is the problem. i dont even really know exactly where it is, either in the center console or behind the glove box i would suspect though.

I have the exact same remote.

yeah it's weird you are seeing a constant 12V which drops after hitting remote buttons while it should be the opposite. it looks like the alarm is trying to permanently arm itself, maybe a sticky lock/arm button on the remote?

good luck with wiring diagrams.

I think the ECU for alarm is behind the center console. there is nothing like it behind the glove box, just the engine ECU and JBL audio amplifier on my car.
