The 1MZ uses a constant vacuum type EGR system (i.e. no vacuum modulator) so it uses an EGR temperature sensor and valve position sensor to determine flow rate.

A P1411 code indicates the EGR valve position sensor isn't responding as quickly as the ECU would like. It's a range/performance code. Sounds like you need a new valve position sensor.

This should also fix the P0402 code as well, so long as the temperature sensor is working within specifications as well.
