clear coat peeling - any ideas?

the clear coat is starting to chip & peel on the rear spoiler of my 99 lara. in addition to a couple of big spots, there are also bubbles appearing between the clear coat & the paint all over the spoiler. does anybody have any ideas on how to stop the progression of this & perhaps restore it (outside of removing & repainting the wing)?
