burning hair

I have this crazy burning hair smell that comes only every now and then when I am driving. I am leaning towards my ceramic brake pads because it usually only happens when I am braking and have come to a full stop. But, it will only happen the one time - which I find odd. I was wondering any other ideas. I am not leaking oil anywhere, and I would imagine if it were a belt it would constantly smell. You just get a whiff and then it goes away. I am also leaning towards cat hair, since I think the neighbor's cat likes to get under the car when I get home to keep warm.
