i had a used explorer with the air bag light on...
turned out to be a loose/faulty connection on a plug under the front passenger seat
ive heard of other scenario's where its simply a bad connection on a plug.
another thing i've heard about is a "clock spring" in the steering wheel i think....
i've heard of this spring causing the air bag light to come on and you have to replace it.
best thing to do is probably take it to a shop for an estimate, get them to tell you whats wrong, then go to another shop and see if they have the same answer.

mine has been going on and off for 5 years. loose wire under passenger seat. never know when it will go on or off so when it goes off around state inspection time, we don't move the pass. seat until after it passes inspection. works every time!
