Is there a way to clean the headlights? I believe the cloudiness is in the exterior of the light.

maguiars plastic x here as well. definitely works, but ended up just buying new headlights on the other car since I was sick and tired of using it all the time after washes.

wetsnad, then use turtlewax red then green compounds (or maybe vise-versa), then polish the crap outta them.

It is the best method, but requires the most work.
