I have a Gen 1 99 Solara. I am pretty sure it is an SE V6 with leather interior and sunroof(bought used). Therein lies the problem. It appears that the sunroof is an aftermarket install.

The sunroof now refuses to open. Its winter here so I haven't tried to open it except for this weekend to let a little air in.

It is located right above the fusebox on the left side of the steering wheel. I will post pics later. Does any body have a similar hook up.

I am in the process of checking fuses to see if that is the root of the problem. It looks like either it was connected to one of the fuses via the organe wire( see highilghted below) or the other black taped peice sticking out (also highlighted below) As I know nothing of wiring any assistance or advice is helpful. I also am in the process of looking up ASC sunroofs.

ASC Sunroof

Ok so i found out the problem to my issue was the orange wire was disconnected from its location( as suspected ). I called the people at ASC and they were VERY helpful. The guy there told me that its pretty much a hack job that they plugged it into a "keyed power" or ignition only powered source. Usually he said they configure it into the ignition relay.

I just went ahead and plugged it back into where I believe it came from which was the windshield wiper socket for that corresponding fuse.

This Sunroof was an after market install probably had done by the original owner either at the dealer or elsewhere. WHO KNOWS I bought it used. Considering the age of the car besides this issue I have had no problems with the sunroof thus far (i.e. leaking, or wind issues...knock on wood) There was also another place I have to give credit to helping me to via email which can be found here:
